About Michael

Michael G. Bailey, CCWP, is the founder and Director of RHEMA USA in Newark, Delaware. He is a talent acquisition leader who specializes in scalable workforce planning and recruitment strategies that attract and retain top talent, and he acts as a strategic advisor to executive stakeholders, turning organizational vision into data-driven hiring plans.

Before RHEMA USA, Michael served as Senior Director on the executive leadership team at The Journey, where he built HR and talent acquisition infrastructure for a workforce of more than 700 employees. He led the Talent Acquisition Division at OnBoard USA, managed MSP programs as Area Manager at Advanced Services, and spent a decade at Agile-1 as Senior Program Manager for a multi-client MSP program serving DuPont, Chemours, Corteva, and Axalta.

Michael is a Certified Contingent Worker Professional, a State of Delaware Notary Public, and a graduate of Freedom 252 Leadership at Freedom College. He is fluent in American Sign Language.

A lifelong Delawarean, Michael is rooted in the community he serves. He has volunteered with Aetna Hose, Hook & Ladder Company since 1998, where he is a Life Member and Fire Police Captain, has been a certified Delaware State Fire Police officer since 2004, and serves as 1st Vice President of the New Castle County Fire Police Association.
